Managing Destination Overcrowding addresses one of the most visible challenges facing Travel & Tourism today, moving beyond headlines to examine the deeper, systemic drivers of overcrowding. The paper acknowledges that while Travel & Tourism plays a vital economic role globally, its benefits must be safeguarded through holistic and proactive management rather than reactive restrictions.  

Reviewing a range of existing responses, the paper notes that there is no one-size-fits-all solution, and that simplistic measures often fail to tackle the root causes. To underscore what is at stake, the paper presents two scenarios that model the economic and social losses that could result if tourism was curtailed in 11 key European cities.  

To respond to the challenge, the paper puts forward a clear call to action – adopt a holistic approach to destination management. It outlines six guiding principles for sustainable tourism management, inviting the private sector to take leadership in ensuring tourism growth strengthens, rather than strains, the fabric of local communities. Through evidence-based, collaborative action, the sector can build a more resilient and inclusive future for residents and visitors alike.
